QIFD understands that development along the border between Haiti and the Dominican Republic is a vital aspect to the overall development of Haiti. The Dominican Republic has taken great strides in developing their border initiative and is already well advanced in the matter of creating a development policy for their border areas. In Haiti, however, the border issue seems to be less of a pressing issue. It should be of much greater concern as the imbalance of the development of communities on either side of the border will only exacerbate the tensions along the DR/Haiti border.

The presence of the Haitian state is weak from a technical and political point of view, but the development of the border can not be ignored as it is a vital aspect in the development of Haiti. We believe that this void can be filld by the initiative of COINCIDEFH – Initiative Committee for the Development of the Border in the Republic of Haiti, that QIFD currently supports.

Project Goal

In order to increase the opportunity for development along the border it is important to conduct a comprehensive feasibility study to facilitate the appraisal of opportunities for these areas. This study will include the 7 Haitian border towns (Fort Libertè, Ouanaminthe, Belladère, Lascahobas, Savanette, Baptiste, Fonds Verrettes and Anse à Pitre) so that we may obtain a broad understanding of the needs of these communities.

This study has four main objectives:

  1. The economical opportunities of these towns;
  2. The infra-structural needs;
  3. The social development needs;
  4. The agro-industrial opportunities

From this study the intervention axes that need to take place will be determined. As well the study will enable us to understand what economical and social areas are priorities for the Haitian communities located on the border. We will also have the opportunity to analyze the capacities of the communities to participate in an articulated matter in the development process of their communities. Finally, these studies will enable us to propose a relevant poverty eradication project that will significantly change the lives of these Haitian communities.

This program will directly benefit the 7 border towns that will participate in this feasibility study, but the lasting impact will reach much further and this program could potentially help a large majority of the Haitian population by increasing the economy and economic opportunities of Haiti.

Expected Outcome:

From this study the intervention axes that need to take place will be determined. As well the study will enable us to understand what economical and social areas are priorities for the Haitian communities located on the border. We will also have the opportunity to analyze the capacities of the communities to participate in an articulated matter in the development process of their communities. Finally, these studies will enable us to propose a relevant poverty eradication project that will significantly change the lives of these Haitian communities.
